I need to create a scrum board and provide view permission to a particular user only. how could i do that?

sadly, permissions for scrum board are based on the filter which it uses. And filters do not have individual permission control.

what you can do is create a group which only that particular user belongs to and then share the filter to the group. Not the best solution if you have multiple of such use cases as permission checking in JIRA is expensive.
