A particular step of a test case can fail for something that is unrelated to the overall test case.

Here's an example:

The test is to see if the PIP (Picture In Picture) feature of your TV displays the correct channel in the PIP window.

  1. Execution Step: Turn on TV     Expected Result: The TV turns on.
  2. Execution Step: Click on the PIP link in the banner     Expected Result: PIP opens in upper left corner of the screen.
  3. Execution Step: Select the channel for the PIP window   Expected Result: The selected channel is shown in the PIP window.

If in Step 2. the PIP window appears in the lower left corner, then that is a bug, and that step can be marked as Fail and a bug can be filed. But the purpose of the test was to see if the PIP window showed the correct channel. Therefore, the test case Passed, even though Step 2 Failed.
