I have a Kanban board. We want to restrict tickets without story points (a custom field) from being moved to the board. Is there a way to set up restrictions on what can move from the backlog to the ready column, or first column on board?

It's all said in the title, we want to enforce that tickets are reviewed before a developer can start working on them.  Part of this review is making sure the story has been pointed.  Is there a way to block tickets from moving from the backlog to the Kanban board that haven't met X criteria?

Yes. It's called a workflow validator. It prevents a transition from taking place if the chosen criteria are not met.

The Fields Required validator requires installing a free plugin, JIRA Suite Utilities.
