Your Jira Cloud instance has to be able to send and receive data to and from your app.
Therefore, yes, you need to start both:
- http-server: since this is were you app is hosted
- ngrok: since this is what makes your app/http-server reachable from the Internet (unless you are running your http-server from a machine that has a public IP and it is accepting incoming connections)
