Atlassian has a pretty good troubleshooting doc on Application Links.

High level things to check:

  1. Can Jira and Confluence connect to each other over the network?
  2. If either or both applications are using SSL, is SSL configured properly?
    1. Pro tip: use curl. If you see the "use -k error," you need to sort this out.
  3. When you create the Application Link, any error you see indicates a problem.

You should have been given the number when you bought premium support.  If you don't have premium support, then there is no telephone support.

You will need to raise it as a support request over at https://support.atlassian.com/contact , but you might want to simply ask here as well - the community is here to help as well as talk.

I'm unsure if there is a number for things of that nature. You can let us know here what you've done and what errors you're getting, a lot of people are knowledgeable and willing to help.
