I am unable to make the connection while uploading Test cases

I am unable to make the connection while uploading Test cases.  On Zyphyr Test cases importer window when i click on connect button, it gives me error "Connection to http://localhost:2990 refused". See the below snapshot.

Kindly provide the below asked information:

 What URL and credentials to be used? Do we need to use our JIRA username and password?

"Cloud" check up should be checked or not?

File to be uploaded should be kept at the same place as JIRA server????

Kindly help me to import my test cases into zyphyr.

1. Is JIRA instance started on your local maschine into debug mode?
2. Which port is used on your instance for debug
3. Are credential correct for debugged instance.
