How you create a transition record when creating a workflow

I am trying to create a new workflow to assign to an existing Project.  Do I have to a new set of transitions for the steps in the new workflow.  Also, what is the workflow scheme used for?

A workflow is the process an issue follows.  You create a workflow, and then refer to it in a workflow-scheme.  The scheme is then applied to a project.

For example, create three workflows, one called bug, one called task and a third called other.  Put them in a workflow-scheme such that

• Bugs: follow bug workflow
• Tasks: follow task workflo
• Default: other
• Features: follow bug workflow

I'm sure from that you can see how the project will now handle each type of issue
