How to restart JIRA SOAP Connector

We are seeing a issue in QC where new defects raised are not generating a JIRA ID when the flag is set to "Yes".

It maybe need a restart for SOAP Connector, can you please advise the steps, thanks.

The SOAP interface is passive, it doesn't get "restarted" on the JIRA side.  (It's also deprecated and has been removed from more recent versions of JIRA, and you should be planning to move to REST, but that's another story).

I don't know how to restart the connector on the QC side though, and that's where it needs doing.  Sorry.
