Am using REST Api calls to perform jira transition. It works perfectly when I perform a transition with a comment/ setting a field. However I am unable to find any help for performing a transition where field attachment is mandatory.

Natively within JIRA, you actually can't make the attachment a mandatory element. But you might be able to use a 3rd party plugin like the JIRA suite Utilities to then add a workflow validator in regards to making sure the issue has an attachment say before executing a specific transition.
