How to make 'assignee' optional?

Hey guys,

I've got a problem with allowing unassigned issues in my jira instance. I already looked up nearly every question here but can't find the right answer. First I looked up the 'Field configuration' but the assignee field is (referring to 'Project' -> 'Project Settings' -> 'Fields') not set as required.

Second I found the hint to enable the option 'Allow Unassigned Issues' in 'General Configuration' -> 'Settings', but the option was already set.

Last thing I even tried the bug handling workaround from 2013 (hide and show field), but this didn't help me neither.

The field is not marked as mandatory in the 'create screen' but whenever I try to create an assigned issue it says 'Assignee is required'.

Has anybody an idea about this? Or probably stuck in the same problem?

Have a look in "general settings" - is "allow unassigned issues" enabled?
