How to limit Jira Users/reporters to assign X Project Jira Issues to X Team members?

Hello, 

Is there a way to limit Jira Users/reporters to assign X Project Jira Issues to X Team members? I would like only the JIRA Admins to assign the X Project JIRA issues, not the reporters. I would like all the new JIRA Issues to be assigned to the project manager what happens right now unless the reporters change the assignee.

Check the JIRA Project "Permission Scheme" permission called "Assignable User" for what users/groups/roles can be assigned to project issues using this scheme.
