Depends what type of administrator you are referring to. Being an administrator means you have the rights to perform administrator tasks.

  • project administrator can customise project settings and manage project users. If you are project administrator of a project, you would see a image2016-12-26 10:21:21.png icon (project settings) at the bottom left of the sidebar. If the icon/link is not there, you are not a project administrator of that project.
  • JIRA administrator can manage application settings for the entire JIRA instance. Access is granted through a similar image2016-12-26 10:21:21.png icon at the top right of the screen. Clicking on it will expand the JIRA Administration dropdown menu. Again, if the icon is not there, you are not a JIRA Administrator.

The top-right cog will also appear for project administrators, but only take you to projects you have admin rights to.

There's also System administrator rights, but they are a wider set of options than the JIRA Administrator, appear in the same place, and simply give you longer lists of things you can change.  You also do not have them on Cloud, they're limited to Atlassian support only.
