How to grant access only to the JIRA Core?

Am I wrong or it was possible to grant access only to the JIRA Core? Now on the JIRA Core 7.0.5 I'm required to grant permission for the JIRA Software or the JIRA Service Desk, to make available to the users do to login JIRA.
Is there a way to grant permission to login the JIRA Core without the other applications?

You can manage Application Access in JIRA administration page by selecting user group, which will have access for  JIRA Software and JIRA Service Desk
