How to export data or create a saved filter to display JIRA's rich format text (RTF) in description and custom fields

Our organization has a need to create a multi-line report (as data export or saved filter) that shows the system description field and at least three additional custom text fields.  We are wanting to record and compare text of four text fields: baseline, proposed change, submitted change, approved change.  We want to leverage RTF strike through and underline to compare and identify the differences .....emulating track changes.   

Is this possible with native JIRA?   or with a plug in?

Yes, RTF means rich text format.

I am trying to recreate a report that I can be save as an PDF or EXCEL or exported like the "saved filter results" attached.

Does "leverage RTF" mean "use rich text"?

Have you tried any of the exports beyond CSV?
