When an issue is submitted, the original summary and description should not be changed. Is there a way to disable the update of these fields on the issue screen?
Have a look at the "issue type screen scheme" to identify the "edit screen" in use for the project/issuetype.
Go to that screen and remove the summary and description. This stops people editing them via edit or clicking on the view screen.
