Are you looking for an automatic change to open? If so you'll need some kind of scripting. Why do you want to reopen it rather than just listing it on a report so it can be discussed?

It needs quarterly review, where it's status can be manually changed as long as there is a way to bring it up. Can you elaborate more on the report way that you are suggesting pl?

A couple of options/add-ons offer an "escalation service" that update issues on a timely basis. For starters, try the JIRA Automation Plugin (https://marketplace.atlassian.com/plugins/com.atlassian.plugin.automation.jira-automation-plugin/server/overview).
