In the "Creating an Issue" page it says "Type "c" or click Create at the top of the screen", but there is no Create button on the top of the "Creating an Issue" screen, nor does it respond to typing "c". So, what's the deep secret?
Check if you have a permission on any project to "Create Issues".

I'm logged in. The instruction says nothing about projects in order to create an issue so that shouldn't be the problem. Right?

What instructions are referring to? The Create button will only appear if you have a JIRA Project that you have permission to create issues to.

The instructions for new users assume that an admin has created, and allowed users into, at least one project. Issues all live in projects. Trying to create one without a project is like saying "I'm going to put some money in the bank" - the bank (JIRA) is there, you've got a handful of cash (issues), but you haven't actually opened a bank account yet (project). The bank doesn't know where to put your money.
