How does Jira determine what merges for a ticket have occurred?

We have a ticket that does not show a couple of merges that git shows.  How does JIRA determine what merges relate to a ticket?  How can we ensure that JIRA shows ALL merges relating to a ticket?

In this instance JIRA ticket IDEL-2982 in the commit comment.  Git shows that this commit is in the ancestry of the branch release/1.07-post-dec-14-changes.  But JIRA does not show this branch in the repo del-gateway.
