How do you make a project private and its issues not to be shared with other users?

I have 3 people and they have different job requirements/roles. I do not want them to see all the projects on the dashboard as other projects have nothing to do with them. I would like to keep things private between myself and the person I am assigning to the project with the issues to be only seen between us. How do I do this by edited their role or editing the project?  

Any help would be appreciated.

You need to set appropriate Browse Projects permissions for your projects. Please check the doc: https://confluence.atlassian.com/adminjiraserver072/managing-project-permissions-828787763.html Maybe you can put your users to separate groups: general-access, special-access and set the Browse Projects for these groups.
