How do you give someone else full admin access?

How do you give someone else full admin access? I chatted with someone that said you need to give them site admin access. Is this done simply by adding them to site admin group? Or something else. I can't seem to give someone else full access to view/manage users.

There are 2 global administration permissions:

JIRA System Administrators global permission - Permission to perform all JIRA administration functions.

JIRA Administrators - Permission to perform most JIRA administration functions.

By default site-admins group is granted the global JIRA System Administrators. So adding to it should work but it's better to open the Global Permissions page and check.
