I have found the place I think I should do it Projects/<ProjectName>/Project Settings/ Accounts. But it is saying the account manager or tempo manager needs to add them for me.
Is this a permission I need to have?

To link an Account to a Project, you need to have the Tempo Account Manager permission.
This permission is set in JIRA Settings, System, Global permissions.

As a Tempo Account Administrator, you have the option to create new Accounts in Tempo.
To do this, please select "Tempo" from the "Apps" dropdown
Select Accounts in the Tempo sidebar.
You should see a link to "Create Account" in the upper right corner of this view.
