How do I grant a project role with the privilege to bulk upload?

I've read that bulk upload / bulk import is an admin only ability.

I'm looking at the Permission Schemes, and don't see a permission for this.

How do I grant a project role (or user) with the ability to bulk upload?

I'm afraid it's not possible - you need to be an admin to do the imports, and on Cloud, the CSV import is not available to project admins.

We are switching to on premise JIRA very soon. Does that allow for non-admins to bulk upload? Only Project Admins?

Does On Premise JIRA allow for non-admins (project admins, or users granted with this permission) to bulk upload? Or is this always Admin only?
