How do I edit instance url?

I'm new at JIRA software, and I have to change the instance url. I followed these instructions but I got stuck at the 2nd item cause system asks to log in all the time, and doesn't let me download the export file.

Does anyone know what the problem is, or is there any other way to change the instance url?

You have to follow those instructions - export the site and import it into a new one.

If the system "asks you to log in all the time", it suggests you have locked yourself out of it.  It's hard to say what the root problem is, but I'd suggest that rather than stumbling around in the dark (because you need to read logs that you can't get and try stuff you can't do on Cloud), you should raise this with support at https://support.atlassian.com - even if they can't quickly fix the issue, they can probably give you the export file.
