How do I configure SumUp plugin after a "restore from System"?

We have an existing JIRA 6.3.15 server (Oracle 11.2.0.2) in production with SumUp 2.1.4-JIRA6 (purchased license) that's working just fine.  Now we're trying to set up a staging JIRA by doing a "Restore System" after taking a "Backup System" from prod and copying over all the jira_home.  That mostly works, but after the import if that exact same version 2.1.4-JIRA6 is installed on staging you can't log in to staging jira.  You do seem to get past authentication, but JIRA immediately throws up a 500 page with a SQL exception

java.sql.SQLIntegrityConstraintViolationException: ORA-01400: cannot insert NULL into ("<schemaname>"."<jiraprefixstuff>_DMSUM_UP_USER_CONFIG"."ID")

Soon as you delete the JIRA file from $JIRA_HOME/plugins/installed-plugins and restart, there's no problem logging in.  So, is there some special "setup" for SumUp you have to do extra if you're trying to restore to staging?
