How do I add people to JIRA project

I am having an issue adding people to a JIRA project and would like to know what I am doing wrong.

I sent people to this link to create an Atlassian account: https://id.atlassian.com/signup

A couple of people have created an account but I cannot see them in "People" in project settings when trying to add them to this JIRA:  https://tmobile.atlassian.net/plugins/servlet/project-config/SCM/people

Can someone help me?

Hi Jason,

Just to clarify, when someone creates an Atlassian ID this does not automatically give you the ability to add them to your instance.  I have an @[deleted].com email address and a Cloud instance, however, I am not able to add any other Atlassians other than the ones I invite directly from my instance or add manually.
