How can I require an action (such as linking to another issue) to be taken before an issue is closed

We are trying to track RMAs and link them to common problems. So if we have 100 RMAs due to 5 different failure modes, once the failure mode is determined I want to force the RMA issue to be linked to the failure mode issue in another board so we can keep track of how often we see each failure mode. Basically I want to configure things so that an issue can't be closed out unless it's already linked to another issue.

Hello,

I'm afraid you can't do it with default features of Jira. If you are using script runner plugin, you can write a validator that checks if an issue has any links. When you put the script on the validator section of the Close Issue transition on the workflow, that should do it.
