Considering our JIRA is hosted outside of our private network and our Crucible is inside of our network, we can create an application link from Crucible to JIRA, but we are having trouble creating an application link from JIRA to crucible.
What are some options (that don't involve relocating either JIRA or Crucible)? For now, they cannot be moved.
Yes, but both application have to be exposed to the internet, so your internal crucible needs to be available from internet too. Is that the case?
This is not the case unless connected to VPN.
I'm not sure we can get security clearance to host a tool that allows you to see source code via an endpoint that is public-facing...even with SSL and other security measures in place.

An application link requires both ends of the link to be fully accessible to the other server. There is no option but to provide a two-way route between the two systems. Yes, you could do that with a VPN, but it's a question for your network/security people.
