How Can I create an user for only manage the issues of one specified project?

my user can see all the project :/

1- i have create spécifik groupe 'recette'

2- i have create projet " test"

3- and now ?

I suspect you've used the defaults - there's a group called "JIRA users" which lets people log in, but is then used in most or all of the projects to grant access.  You'll need to unpick that in some way, so that your user does not get access to the other projects via jira-users.

What do you mean by Manage? First, I suggest switching to project roles instead of groups. It gives better control by project and allows the project admin to manage who can work in the project.
