Very much so, but I'd strongly recommend investing in JIRA Service Desk, not just plain JIRA.

JSD is

  • Aimed squarely at the IT Service Management industry
  • ITIL certified for service requests, incidents, problems, and change management
  • Does those off the shelf in the latest version
