I checked the Audit Log, the logs in the home and install folders and still found no trace of the action when I enabled Public sign up.
At this point it may be one of the things that is logged only during Verbose/Debug logging. I would recommend creating a Suggestion ticket on JAC to have this added to the audit log in a future. If you do so please post the JAC ticket link here so the Community can vote on it and add impact.
