You don't. An empty custom field will not be displayed on the issue view.
You can force it by making the field mandatory (and if it's a select type field, allowing an option of " " or something equally empty-looking), but you'll then have the problem that the field will always have data (and hence searches like "is empty" will fail and you'll get inaccurate numbers from reports)
