Not out of the box. I went through this with management and over my recommendation they made me put a default value of TBD in so they would show. What happened was many, many times the correct value wasn't put in and we ended up with closed issues with the default of TBD still in the field. Also, once you put in a default you can no longer make the field required during a transition because it already has one.
