External users having their own licence

We are a small organization and use JIRA Cloud 10 user licence. We have a project we do for a client who also uses JIRA Cloud for their own internal use. I would like to provide access to a few users on my client side (using their own credentials) to the project in our JIRA. But I don't want to pay twice for the same users - for my client's accounts who need to access both their own JIRA Cloud and our JIRA Cloud.

How can I set it up?

You don't.

The licences they have are for their installation of JIRA Cloud.  If you want to add them to yours, you need to get the extra licences for them.
