Does Jira provide a 'reading permission' for external non-jira-users?

I'd like to share a constantly updated view of my JIRA board with our stakeholders. Is there any possibility to do this without having them to log in to JIRA or Confluence?

Yes - go into the projects you want to make available and change the permission scheme.  Add the "group" called "anyone" to the "browse project" permission. 

However, the level of access to a "board" might be more difficult, depends on what you mean by "board"
