How to define dependency between two subtasks (Task A and Task B) under an issue such that task A cannot be closed until and unless task B is closed.

Sorry for the delay.
Currently, JIRA only has an option to prevent the parent issue to be closed while there are still subtasks opened, however, this doesn't apply to other sub-tasks I'm afraid. Use a Conditioned validator from Update on Transition for JIRA on the close issue transition. Configure a JQL query that finds issues that you care about that are not closed and if that query returns more than 0 have validator to fail with the appropriate message.
