We are planning to have DR server for out production server. So in there how do we synchronize JIRA_HOME Directory ?

rsync to the remote machine occasionally if you're on linux.

Do not simply try to share the directory - your index must be on a fast, local disk for JIRA to work, and that absolutely rules out a simple NFS or SAN file share (rsync will work, but won't be fast, and shouldn't be used on the index directory while JIRA is being used actively, although it'll be fine for attachments)

You need to decide what you're going to want from your DR plan, and the best way to get there.  First, do you want to consider JIRA Data Center?  If that's not for you, then you need to define how you want your data replicated, how fast you can recover, acceptable levels of data loss vs time to live etc etc etc.
