Custom fields show on 'Create Issue' window but not on popup

I have added several custom fields to the screen that is applied to create/view/edit issue.

All those fields are displayed when I click 'Create Issue' button on Dashboard or anywhere out of a specific project. However, if I am current on a project and click 'Create Issue', a creating popup (not window) opens and show only required fields. I have to edit the issue after that to fill in the optional fields that don't show on creating.

How could I do to make all the fields display whether on issue creating popup or window?

I am on jira 7.3.

did you configure your Create-Issue form with the Configure Fields-Button on the upper right corner:

If you click "Configure Fields" on the Create Issue pop-up, you are able to choose whether to display All fields, or those that are not custom.
