Custom Field Wont Show on Issue

I added a custom field for our definition of done.  It is a checklist with one of the values checked as the default.

I cannot get it to appear on any issues though.  When I click "Where is my field?" I keep getting this -

The field 'Definition of Done' does not have value for issue SCRUM-10 and will not be displayed on the view issue page. Set value for that field so that it shows up.

As you found in the message, a files appears on the view screen only if it has a value. You might have different screens on edit/create screens and in workflow transition screens. Add your field to those screens so that you can enter the value while editing an issue or while progressing the issue to Done state.
