How do I create a config to export tasks from a bug tracker (my issues) from JIRA into a Microsoft Project file? 

Thank you so much Rodrigo the only issue I encountered was that I am not able to download software to my pc.  Since this is a work pc that is only allowed by the administrator.  I can however accept and utilize a zip file – would you be able to provide this type of application via a zip file?  Thanks!

You can try using this add-on to import tasks from JIRA.
