I'd like to create dashboard with all active issues on the left and assigned to the viewer on the right.
I created such a dashboard but I can only see it on my-company.atlassian./secure/Dashboard.jspa but I want to set it as default for any visitors to my-company.atlassian/MYKEY/
Atlassian Team members are employees working across the company in a wide variety of roles.

It sounds like you created a custom dashboard as covered Here, users can favorite this dashboard, however users who have not chosen a favorite dashboard will see the system dashboard at login so you can use the default dashboard for this purpose and show them around in general.
