Change Request related

I would like to ask if were to setup "Change Request" (CR) using Jira, under which project category is more suitable with the requirements that i need the approval workflow. Eg: IT service desk? please advice.

This widget could not be displayed.

The IT Service Desk probably is the best place at the moment.  JIRA Service Desk had its ITIL certifications granted for Problem, Incident, Change and Request a few months ago.
