Can you have complex and/or conditions?

I want to create a condition similar to (a or b) and c.  In the options its either one condition or all conditions not a mix.  Is there a way to do this?

Assuming workflow conditions, then yes, you can - look for the "add grouped condition" buttons

There is more than one place that the term "conditions" is used.  In particular, it applies to both web items in plugins and steps in workflows.  You need to be more specific about what you mean.
