Can you give a user version managing permissions

Can you give a common user permissions to manage versions?

Only by giving them project admin rights.

Please have a look at Version Manager for JIRA plugin. With this plugin you can assign a user or project role "Manage Version" permission. With this plugin there is no need to assign administer project permission anymore and you can delegate create, edit and release versions.
