Can we have dependent fields in Jira?

Can we have dependent fields in JIRA without using Database custom fields plugin and integrating another DB?

For example if we select a Project ID from a drop down, Project name should get populated in "Project Name" textfield.

Can this be done without using plugin?

There is no out of the box way to accomplish this. The only way is with extra features from add-ons or other custom development.
