I need to have different two JIRA System Administrators that can construct projects, workflows, permissions schemes and manage the fields.
For example in our JIRA, we have "peer review tracker" and "audit tracker". Each project have different field configuration, permision scheme, etc. We want to separate their JIRA Admin properties. Audit projects will be managed by Software Quality Group whereas Peer Review project will be managed by Software Engineering Group.
Can you suggest any solution for this problem?
Yes and no.
Project administrators can be selected by project. It's set by the permission scheme.
If you're talking about JIRA/System administration, then no. Those two types of administrator are, well, global administrators. Nothing to do with projects.

Firstly, thank you for your response. I was talking about JIRA System Administration. We want to have two admin so that each one will be responsible from different projects. So ach one can be construct workflows, permission schemes and customize the fields for different projects.
Can you suggest any idea for manage the JIRA from two different persons? But at the same time, two JIRA admins cannot change the others projects.

The only way to do that is to have two separate JIRA installations.
A JIRA admin, and a System admin are that - they administrate the whole system.
