Can't view all users timesheets

I am able to see all users timesheets in tempo/JIRA as the site admin.  2 team members can see some users in the list from the User/timesheet view but can not see mine nor the each others timesheets and I am not sure why.  We have the same groups set up.

Ended up being Team -> Configure -> Permissions -> Approve Timesheet.  After giving the users this permission, we were good to go.
