Can JIRA Core be set up such that an issue can be created via email? And does the sender have to be a JIRA user? My intent is that anyone of our customers would be able to create an issue by sending an email to a specified email address that would create an issue in Jira.
You can configure a mail server in JIRA core to create tickets from emails BUT they need to also have a reporter who is a JIRA user. You can also configure it to create a JIRA user but this of course has the potential to blow out your user license. JIRA service desk would likely be a better fit for what you're trying to do as it will have similar functionality but won't blow out your JIRA user license.
