Can I write test cases in jira??

Jira doesn't really do test case management, but there are a number of options on the marketplace that add them.

To manage test cases and test execution in Jira, you need install test management plugin. You can try synapseRT plugin, which is a very perfessional plugin to do test management and requiremement in Jira.
