When I click a ticket on the board, I want the development panel to appear higher up. I see where the custom fields are, but can't seem to find where the development panel fields live.
They will appear on the section order they are configured to by default. You can tweak a few things by section, but the section theirselves cannot be moved around. Go to your Board > Configure > Issue Detail View.
