Regarding closed tickets, I would like to add some labels but when reopen them, closed date will be changed.
If possible, I would like to only add labels to closed tickets

Two dates to watch out for. Issue Resolved date is when the resolution was set and hence the issue was closed. Issue updated is when you edited any fields.
As long as you are able to edit the issue when it is in closed status, you should be able to add/remove labels as required.
